The one place around here where the answer is good news

Across most of Lebanon County, the customer-owned half of a lead service line is the owner’s to arrange. In Campbelltown, 17010, it is not.

Pennsylvania American Water, which acquired the former Campbelltown Water Company, replaces that half under its own program. The Public Utility Commission approved it in October 2019, consistent with Act 120 of 2018.

That removes the service line question entirely and replaces it with a water quality one, where the issue is usually corrosivity rather than hardness. A proper water test answers it, and it is worth doing before buying any treatment equipment.
