The one place around here where the answer is good news

Most of Lebanon County has to pay to replace the customer-owned half of a lead service line. Campbelltown does not.

Pennsylvania American Water, which acquired the former Campbelltown Water Company, replaces that half at no direct cost to the property owner. The Public Utility Commission approved the program in October 2019, consistent with Act 120 of 2018, and the company also reimburses some customers who recently paid for the work themselves.

So if a letter has arrived about lead or unknown pipe material, the first call is to your utility, not to a plumber. We would rather tell you that and lose the job than take money for work somebody else is obliged to do.

What the housing actually produces

Campbelltown’s building stock is generally newer than the city or the older boroughs, and that shifts the problems along a generation.

Copper reaching pinhole age rather than galvanized closing up. The failure looks different: a small persistent damp patch, often in a joist bay or behind a finished wall, rather than a gradual loss of pressure across the whole house. It is easy to miss for months.

Water heaters failing together. Where a row of houses went up in the same year, the appliances went in the same year. A conventional tank runs eight to twelve years, so the failures arrive in a cluster rather than spread out.

Fixture work rather than replumbing. Most calls here are valves, cartridges and the occasional leak. That should show in the price, and we will say when a repair is all that is needed rather than reaching for a replacement.

Outside the built-up area

Properties further out in South Londonderry Township are more likely to be on private wells. That removes the service line question entirely and replaces it with a water quality one, where the issue is usually corrosivity rather than hardness. A proper water test answers it, and it is worth doing before buying any treatment equipment.
